Loading a wheelchair passenger safely takes real time. Include lift or ramp deployment, securement and safe movement through the loading area rather than using an ambulatory boarding assumption.
Launch with a review date
Treat the first schedule as a working model. Review actual boarding patterns, route exceptions and attendance after the early operating period, then adjust the route deliberately.
